The Special Initiative on Noncommunicable Diseases (NCDs) and Innovation (SNI) supports Member States in their efforts to eradicate NCDs in the WHO European Region.

SNI acknowledges the need for immediate action and aims for a visionary shift to prioritize NCDs on political and health agendas for future generations.

While working towards NCD-related SDG commitments by 2030 (RACE to the Finish), SNI also advocates for generational changes to tackle NCDs long-term (Vision 2050) and to create a sustainably healthier European Region.

SNI's mission is to help Member States achieve a healthier population and address NCD disparities like cancer, cardiovascular diseases, chronic respiratory diseases, and diabetes that exist within and across countries.

SNI is also responsible for driving Public Health Innovation efforts across all WHO activities in the European Region, not limited to NCDs.

SNI promotes forward-thinking, agile innovation, adapting to the evolving needs of a region facing demographic, societal, and environmental shifts, emergencies, and rapid technological advancements.

Tasks in this area involve supporting a network of health innovators, matching innovative solutions with public health needs, and exploring new frontiers such as applying artificial intelligence to public health.


The WHO country office collaborates with National Authorities to ensure the highest health standards as a basic human right, with a focus on equity and the SDGs principle of leaving no one behind.

WHO's actions align with the WHO 13th General Programme of Work, emphasizing the promotion of healthier populations, ensuring global health security by addressing health crises, and safeguarding vulnerable groups through Universal Health Coverage.

WHO's responsibilities revolve around six core functions:

(i) providing Global Health leadership;
(ii) shaping the health research agenda;
(iii) setting norms and standards;
(iv) articulating evidence-based policy options;
(v) providing technical support to countries; and
(vi) monitoring and assessing health trends.

The WHO Country Office is an essential part of the WHO Regional Office for Europe, facilitating and coordinating all WHO activities at the national level and implementing the European Programme of Work 2020–2025 – 'United Action for Better Health in Europe.'

WHO at the country level addresses health challenges through practical, tailored solutions, recognizing that achieving health and well-being involves a collective effort. This includes overseeing the implementation of the Biennial Collaborative Agreement and corresponding workplans with the country.

The WHO Country Office nurtures collaborative relationships, facilitates information exchange between the country and WHO, provides health policy guidance to national and international partners, offers technical expertise, encourages community engagement, and advocates for health equity.

DESCRIPTION OF DUTIES

The incumbent will help coordinate, develop, and execute action plans and programs in one or more areas of Universal Health Coverage/Healthier Populations (UHC/HP): environment, climate change, and health (ECH); health promotion, social determinants of health and health equity (HPD); nutrition and food safety (NUT); tobacco and reduction of other non-communicable disease risk factors (TNR); violence, injuries, or health and migration (PHM); and demographic change and aging.

Focusing on an intersectoral approach to enhance health and well-being for all, the incumbent will support organizational contributions to public health actions that aim to mitigate health disparities and preventable diseases and injuries influenced by environmental, social, and economic health determinants, including risk factor reduction. Employing a holistic One Health Approach will be crucial in this work.



Key duties:

  • Coordinate technical insight to guide the government and national stakeholders in developing national strategies and policies and managing the respective HP work programs.
  • Drive coordination in specified areas under the UHC/HP portfolio, ensuring efficient and effective implementation through a One Health approach.
  • Facilitate resource mobilization for projects and programs, including partnerships with donors and development partners.
  • Engage with UN partners and stakeholders on relevant matters related to the position's objectives.
  • Assist in the execution of national programs for capacity building in healthier populations areas and in the management and financing of related systems.
  • Collaborate with other sectors beyond healthcare to identify common goals that enhance people's lives, health, and well-being.
  • Act as a national resource for integrating multisectoral programs in healthier populations and mainstream crosscutting themes like health equity and urban health.
  • Represent WHO in designated forums and serve as a technical focal point for Healthier Populations' program areas.
  • Introduce new community engagement initiatives to expand networks focused on healthier populations' programmatic work.
  • Support the establishment of monitoring systems and data collection in relevant areas of interest.
REQUIRED QUALIFICATIONS


Educational Qualifications:

Essential:
A bachelor's degree in public health or related fields.

Desirable:
Post-graduate training in health systems.

Experience:

Essential:
At least two years of relevant work experience, including developing and implementing public health capacity-building policies/strategies and health promotion programs.

Desirable:
- International work experience.
- Minimum one year in Healthier Population programs.

Skills:

  • Understanding of national Healthier Populations' health systems and capacity building.
  • Familiarity with HP health systems development and management at the country level.
  • Proficiency in contributing to policy development and activity planning.
  • Ability to communicate health policy concepts effectively.
  • Knowledge of the public health needs, priorities, and policies of relevant countries.
  • Skills in consensus-building and resource mobilization.
  • Strong communication skills for preparing reports, technical documents, and delivering presentations.
